Back in September, I complained about gutters draining into the sewer system at 614 Spruce. Nothing was ever done, and from what others in close proximity to this residence say, nothing will be done because these people have city connections. I believe they should be fined. They love the outlaw life....

We are having another snowfall tonight, so I will drive by soon after to leave a Green Sticker warning if they are not shoveling.
In fact, when I go check, I will leave Green Sticker warnings for any house not shoveling on this block, as it is across from a park and pertinent they do so. If properties continue to ignore my warnings, I do reserve the right to cite them in Hammond Municipal Court.
As for the gutter situation: I did send a letter at the end of October 2015 and then spoke with the homeowner on this issue. Please understand, as there are tens of thousands of properties in Hammond and only 1 full time code enforcement inspector per city district, we must prioritize code violations. I try not to spend time in court on issues such as this, unless there are other, more serious code violations along with it at a property. There are, quite simply, just far too many problems and dangers to be addressed in the city at this time, i.e. we handle making sure rentals are safe. If I had more time, I would pursue this specific complaint further.
Now, if these homeowners do not shovel their sidewalks consistently or allow further code violations to occur at this property, I will look into the downspout violation alongside the others for potential citation in Hammond Municipal Court. Thank you for your time, and I hope you understand.

For what it's worth, I can look into it again once my schedule opens up more. But do understand a sizable amount of homes in Hammond have not yet complied with this ordinance. I do not wish to unfairly target one home if they can point to others nearby in the same boat. As I said, we try to gain compliance from these properties once we bring other charges against them for more serious/dangerous code violations.
The number one concern of this dept. is the safety of Hammond tenants and home owners. We must always keep our focus on unsafe situations, while getting in what we can around them.
