They have been there since November. Need to be picked up, bags are tearing and leaves blowing everywhere.

The yard waste pickup program ended the first week of December and they are not picked up in plastic bags because the dump will not accept them. If these are re-bagged in the proper yard waste bags we can do a special pickup and get them as soon as possible. Thank you for using Hammond 311 and please let us know if you want us to get them picked up in the proper bags.

This is a rental, which explains why the residents there put them in plastic bags. I guess some out-of-towners do not realize the city only takes paper bags of yard waste. Anyone raised in Hammond already knows this, you're very right Lisa.

I had e-mailed the property's owner in mid-December. She told me, at the end of December, she relayed the message to her tenants. Apparently they did not make good on their promise to fix this. I will contact the owner again. A citation will follow if truly necessary, but I hope it is not.

The tenants' excuse: The wife who lives at 6805 Jackson claims her husband was out of town. She knows about using paper bags on yard waste but had used plastic temporarily until her husband could come fix it and finish the yard work.

The husband must be home by now. I am e-mailing the owner back about this right now.

The owner/landlord wrote me back 2 hours ago. She says she has spoken with the tenant again and told her it is imperative those plastic bags get switched over to paper ASAP.

How can this issue be closed, when nothing has been done, but talk about it. That mess is still there, as it has been for several months. I should be so lucky to scoff at the laws and rules of the city and be left alone. February 14, 2016 and still counting......how much longer?

And while we are here, what about the ordinance of keeping the public sidewalk clear of snow. Snow shovels don't fit their hands either?

I'll look into the snow situation, sir, and let them know to always clear their walks.

I apologize if closing it out seemed rude. It's just habit for me, as we try to make sure we don't leave issues open indefinitely and clog the city's 311 feed. Do know it's on my list of properties to drive by and check-up on this week. If it isn't taken care of this week, I'll cite the owner. I've warned her at least twice to either take care of it or have her tenants take care of it.

I'm relieved to report the leaves were placed in paper bags and their walk was shoveled when I went by earlier today. I let Public Works know we have a pick-up at that address.
